Works just fine, all you have to do is google "set bell bike lock" and you get WikiAnswers that tells this:

Here is what you do:
Open lock

Turn end that has the numbers on it (where you set the combo) towards you so that the open part where the other side slides in is facing you.

Notice there is a red "tab" at the top of the opening.
Press that red "tab" IN and DOWN (Note: It will be VERY hard to do this. You have to push IN very very hard, then while holding it in, slide it DOWN until you hear a click)

Now set the combo to whatever you want it to be. (Write it down if you think you may forget!)

Look once again at the end of the combo side of the lock so you are looking at the opening where the other side slides in.

There is a black tab on the bottom of the opening.
Press that tab UP until it clicks.

Now you should be able to slide the other end of the lock in and "locK' the lock and unlock it using your new combo. - End of WikiAnswer

I'll add, just make sure while you're setting the combo that the red tab doesn't pop back up, because then you'll have to trial and error which numbers were on it when the red tab popped up; therefore making that the new combo. Other than that, it's easy, I set mine in less than 10 mins., would've been less but I made the mistake I mentioned above.

Worst bike lock ever. I dropped $15 on this thing today and am pretty bummed. It didn't come with directions on how to set it, and since there's no website from the company, it seems I'll never learn how. I hope the Bell corporation is putting my cash towards curing cancer or stopping vivisection or something because that's the only way I'm going to feel like I wouldn't be better off putting my money into a blender and making some sort of money milkshake.

I have the key version of this lock. It is now hanging from my front stairs where it was cut by a bike thief. Not only was this little more than a theif deterrent, but it was always a huge hassle to use. The part where the cable opens and closes had to be perfectly aligned to close. I struggled with it every time.

Don't waste your money.
